Raportul Consiliului Europei cu referire la Republica Moldova cu privire la Protecţia drepturilor omului în Internet a fost aprobat

În cadrul mesei rotunde din 30 martie 2016, actorii naţionali ai sectorului public, privat şi societăţii civile din Republica Moldova au aprobat pozitiv Raportul de compatibilitate cu referire la Republica Moldova privind respectarea drepturilor omului și a libertăților fundamentale în Internet cu prevederile Recomandării CM/Rec (2014) 6 aprobat de către Comitetul de Miniștri al Consiliului Europei din 16 aprilie privind Ghidul pentru drepturile omului pentru utilizatorii de Internet, elaborat sub egida proiectului al Cadrului comun de Cooperare Programatică Consiliul Europei/Uniunea Europeană (PCF): „Consolidarea respectării drepturilor omului în procesul de implementare a Agendei Digitale a Republicii Moldova”.

Raportul plasează un accent nou de cercetare și analiză juridică privind provocările emergente în materia drepturilor omului, inclusiv a copiilor și a tinerilor în mediul digital în Republica Moldova, care răspund cerințelor naționale de dezvoltare a societății informaționale.

CEPEJ SUPPORTS PILOT COURTS IN AZERBAIJAN AND MOLDOVA IN VIEW OF CONDUCTING SATISFACTION SURVEYS AIMED AT COURT USERS

A workshop on conducting court users’ satisfaction surveys was carried out by the European Commission for the Efficiency of Justice (CEPEJ) on 17-18 March 2016 in Strasbourg, France, as part of the PCF co-operation projects with the Republic of Azerbaijan and the Republic of Moldova.*

The participants to the workshop, representing CEPEJ pilot courts and other justice stakeholders from Azerbaijan and Moldova, were introduced into the objectives and prerequisites of the dialogue with court users, primarily through conducting satisfaction surveys. CEPEJ pays particular attention to taking into account users’ expectations on the functioning of the courts and to conducting satisfaction surveys as a means to identify these expectations and to increase the quality of justice and courts. Judges and court managers should be aware and make use of this tool through cost-effective solutions for implementing surveys in regard to general court users (parties, victims etc.) and specific categories such as lawyers. In addition, an assessment of the pilot courts in Azerbaijan and Moldova carried out in the second half of 2015 revealed a certain instability of staff, which is an important factor for ensuring the quality of courts. Accordingly, conducting surveys and taking measures to improve the satisfaction of court staff was recommended as part of the CEPEJ court coaching programmes in both countries.

Call for participants in a 3-day training on communication in the framework of the follow-up to the recommendations of election observation missions

The Council of Europe through its Programmatic Co-operation Framework (2015 – 2017) is organising a 3-day training on communication in the framework of the follow-up to the recommendations of election observation missions. The event will take place in Odessa, Ukraine from 25 to 27 May 2016.

Steering Committee Meeting and Roundtable to present the court coaching reports by the CEPEJ experts

On 17 February 2016 the European Commission for the Efficiency of Justice (CEPEJ) and Council of Europe Office in Moldova carried out of the first meeting of the Steering Committee for the Project "Strengthening the efficiency of justice and support to lawyer’s profession in Moldova". The Project is part of the CoE/EU Eastern Partnership Programmatic Cooperation Framework 2015-2017, financed by the European Union and the Council of Europe, and implemented by the Council of Europe. The event summoned the Project’s partners and justice sector stakeholders, such as the Ministry of Justice, Superior Council of Magistracy, Moldovan Bar Association, Supreme Court of Justice and the Ministry of Foreign Affairs and European Integration. The meeting was attended by representatives of the European Union Delegation in Moldova, of donors’ community and of the civil society.

The Council of Europe is seeking for 2 local experts on IMC piloting in each Eastern Partnership country

This short-term assignment requires assisting municipalities in the process of IMC establishment in accordance with the Council of Europe IMC toolkit, within regional Programme “Strengthening institutional frameworks for local governance” implemented by the Centre of Expertise for Local Government Reform, Directorate General of Democracy (DG II) and the Congress of Local and Regional Authorities under the CoE/EU Eastern Partnership Programmatic Co-operation Framework (PCF) during 2015 – 2017.
