Council of Europe anti-torture Committee publishes report on events in Moldova after the April 2009 elections
Strasbourg, 14.12.2009 – The Council of Europe’s Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment (CPT) today published the report on its ad hoc visit to Moldova, carried out in July 2009. This report has been made public with the agreement of the Moldovan Government.
During the visit, the CPT’s delegation heard a remarkably large number of credible and consistent allegations of police ill-treatment in the context of the post-election events in April 2009. In its report, the CPT recommends, together with other measures, that the methods used by members of the Special-Purpose Police Force “Fulger” and other police forces involved in the apprehension of persons in the context of crowd-control situations be subject to closer and more effective independent supervision.
Switzerland takes over from Slovenia as Chair of the Committee of Ministers
Under the joint chairmanship of Samuel Žbogar, Minister of Foreign Affairs of Slovenia, and Micheline Calmy-Rey, Federal Councillor and Head of the Federal Department of Foreign Affairs of Switzerland, the Ministers’ Deputies met on 18 November in Strasbourg. Samuel Žbogar took stock of the Slovenian Chairmanship. Micheline Calmy-Rey then outlined the priorities of the Swiss Chairmanship for the coming six months, before an exchange of views with the Ministers' Deputies. During the meeting, the Committee adopted Council of Europe Policy Guidelines on Integrated National Strategies for the Protection of Children from Violence.
Council of Europe anti-torture Committee visits Moldova
Strasbourg, 04.08.2009 – A delegation of the Council of Europe's Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment (CPT) carried out a visit to from 27 to 31 July 2009. The main purpose of the visit was to assess the manner in which investigations were and are being carried out into cases possibly involving ill-treatment by members of police forces in the context of the post-election events in April 2009 in Chişinău. The visit also provided an opportunity to review the treatment of persons detained by the police.
Moldova: call for meaningful dialogue with the opposition
In a draft resolution adopted on 9 September 2009 at a meeting in Paris, the Monitoring Committee calls upon the new dominant coalition and the opposition in Moldova to enter into meaningful negotiations to break the deadlock and bring about the election of the President.
Once the new state institutions are put in place, they should straightaway work on a far-reaching reform, including constitutional amendments if relevant, in order to establish genuine democratic safeguards against similar institutional and political deadlock situations,
Parliamentary elections in Moldova: statement by Samuel Žbogar
Samuel Žbogar, Slovenian Foreign Minister and Chairman of the Committee of Ministers, welcomed the preliminary assessment of the International election observation mission stating that the parliamentary elections in Moldova on 29 July met many international standards and were run overall professionally and efficiently.
