Commissioner Thomas Hammarberg and his delegation visited Moldova two and a half weeks after the post-electoral demonstrations of 6-7 April 2009. The specific issue of the treatment of the people detained in relation to the events was the central focus of the Commissioner’s attention. The majority of the persons interviewed by the Commissioner’s delegation, who had been arrested in connection with the April 2009 post-electoral demonstrations, alleged that they had been beaten – some of them severely - by police officers. In several cases, the medical expert accompanying the Commissioner directly observed physical marks consistent with those allegations. Moreover, the medical files in the establishments visited contained records of injuries which were consistent with the persons’ accounts.
This is the annual report by the Commissioner for Human Rights for the year 2007, presented to the Committee of Ministers and the Parliamentary Assembly.
The activities, visits, findings, recommendations and opinions of the Commissioner are the subject of a regular reporting or publicity. In 2007 the Commissioner released four quarterly reports and a number of country reports and follow-up memoranda.

Co-financed by the Council of Europe and the European Union the Project (referred to as “The Peer-to-Peer Project”) consists of a work programme to be implemented by the Office of the Commissioner for Human Rights in 2008 and 2009. It aims at setting up an active network of independent non-judicial National Human Rights Structures (NHRS) compliant with the Paris Principles, with special focus on non EU member States.
