Tender Notice for Construction Company: Prison Refurbishment
The Pompidou Group of the Council of Europe and the Department of Penitentiary Institutions of the Republic of Moldova is looking for a construction company that could refurbish a designated area within the grounds of the Republic of Moldova’s Pruncul Prison. The goal of the project is to construct an exclusive space in the prison where up to 25 drug dependent prisoners are treated (Therapeutic Community).

The refurbishment is part of the regional Pompidou Group project “Criminal Justice Responses to Drug Dependant Prisoners” that also covers Armenia, Georgia and Ukraine. It is financed through the CoE/EU Eastern Partnership Programmatic Co-operation Framework (PCF), 2015-2017.The prison refurbishment is co-sponsored by Luxembourg.”

CALL FOR EXPERTS: The Council of Europe is seeking for 3 local experts on Local Finance Benchmarking Toolkit adaptation and piloting
It is a short-term assignment mostly requires working on the adaptation and piloting of the standard Local Finance Benchmarking (LFB) Toolkit within regional Programme “Strengthening institutional frameworks for local governance” implemented by the Centre of Expertise for Local Government Reform, Directorate General of Democracy (DG II) and the Congress of Local and Regional Authorities, Council of Europe under the CoE/EU Eastern Partnership Programmatic Co-operation Framework (PCF) during 2015 – 2017 in the Eastern Partnership countries. Calls for offers: Supply of Media monitoring System
The Council of Europe is looking for a provider to deliver Media Monitoring system composed of software for storing audio/video recordings of programming services, software for its sampling, viewing, as well as database tailored to CCA media monitoring process.
Interested applicants have to provide a technical and a financial proposal.
The technical proposal shall describe the plan and the approach how to deliver the expected results as well as outline the major components of its implementation. Technical offer should also include an overview of the experience of the provider with projects related with implementation of software and database solutions (in particular for media monitoring projects) and the list of the key personnel involved in the project and their qualifications.
The financial proposal shall consist of an all-inclusive lump sum for the whole project and a breakdown of the key components.
