The Council of Europe is seeking for international consultant to develop Local Finance Benchmark Database and Indicators

The scope of this short-term assignment is to develop a Local Finance Benchmark Database and Indicators (LFBD&I) applicable to both country and at Eastern Partnership regional levels. LFBD&I will be used together with the standard Council of Europe Local Finance Benchmark Toolkit and its adapted national versions within regional Programme “Strengthening Institutional Frameworks for Local Governance” implemented by the Centre of Expertise for Local Government Reform, Directorate General of Democracy (DG II) and the Congress of Local and Regional Authorities, Council of Europe under the CoE/EU Eastern Partnership Programmatic Co-operation Framework (PCF) during 2015 – 2017.
