INTERNATIONAL CONFERENCE “REFORMING PUBLIC PROSECUTION SERVICE: EUROPEAN STANDARDS AND BEST PRACTICES”
Chisinau, 7-8 October, 2015 The Council of Europe organised an International Conference on “Reforming Public Prosecution Service: European standards and best practices” within the framework of the project “Support to Criminal Justice Reforms in the Republic of Moldova”, funded by the Government of Denmark. The event was one of the activities implemented under the mentioned Project, aimed at supporting and facilitating reform process of the Public Prosecution Service in the Republic of Moldova.
The Conference brought together Council of Europe international consultants and acting prosecutors from five different European Countries and high level Moldovan prosecutors, who together with national and international counterparts, discussed and shared different approaches regarding reform processes and functioning of the Public Prosecution Services in their respective countries in the light of the European standards.
The main topics discussed during two days of the Conference related to the structure and functioning of the Public Prosecution Services in different European Countries and their role in the criminal justice system; transparency and independence of Public Prosecution Services through their self-administrative bodies; recruitment, professional training, career and performance management of prosecutors and disciplinary proceedings against public prosecutors.
The discussions on the ongoing reform process of the Public Prosecution Service of the Republic of Moldova were particularly highlighted, as participants were bringing up not only theoretical issues, but also practical matters and were trying to find best solutions to those, with the consideration of best practices and European standards.
During two days of discussions and presentations of different exciting approaches, it was envisaged that irrespective of chosen models, the European and International standards should be in the core of the reform processes and functioning of Public Prosecution Services to ensure their effectiveness and to enable them achieving their objectives in criminal justice system.
