Council of Europe and Moldovan Central Election Commission conference to analyse management of 2014 parliamentary elections
Chisinau – 23.03.2014: The Council of Europe and the Central Election Commission of the Republic of Moldova are jointly organising, a conference on "The 2014 Parliamentary Elections: Lessons Learned and Steps Ahead" in Chisinau on 23 and 24 March.
The conference, supported by the Governments of Romania and Liechtenstein and the UNDP Democracy Programme, aims at drawing lessons from the organisation and management of the 2014 parliamentary elections, and at assessing their compliance with European and international standards, in order to further improving the electoral process in Moldova. Being the first post-election conference from the cycle of elections 2014 – 2015, it is an opportunity to evaluate Council of Europe’s and other donors’ assistance to Moldova in order to adjust it as necessary.
Speakers at the opening include Iurie Ciocan, Chair of the Central Election Commission, Liliana Palihovici, Vice-President of the Parliament, Natalia Gherman, Minister of Foreign Affairs, Vladimir Grosu, Minister of Justice, Alexandru Tanase, President of the Constitutional Court, Alfonso Zardi, Head of Democratic Institutions and Governance Department at the Council of Europe, Marius Lazurca, Ambassador of Romania and Dafina Gercheva, UN Resident Coordinator and Resident Representative of the United Nations Development Programme in Moldova.
One of the topics on the agenda is a presentation of activities of electoral assistance and observation by the relevant bodies of the Council of Europe and the OSCE Office for Democratic Institutions and Human Rights.
Participants to the conference include members of the parliament, government, judiciary, representatives of the Central Election Commission and election administration, the media and civil society.
Discussions are organised around four themes:
· Role of media in electoral period: ways to improve regulation for media · Issues for elections legislative framework review: political party and campaign financing, human rights and gender equality · Institutional capacity and information technology during elections · Electoral disputes
