Reform of the Congress: Standing Committee to focus on priorities and working methods, monitoring rules and election observation strategyThe Standing Committee of the Congress of Local and Regional Authorities of the Council of Europe will meet on 18 June 2010 in Strasbourg, to examine in depth the proposals put forward by the Congress Bureau as part of the ongoing reform process. The Committee will also adopt a recommendation on the Congress’ resources and budget, based on a report by Vice-President Jean-Claude Frécon (France, SOC), as well as the strategy and rules on observation of local and regional elections, and the rules of procedure for monitoring the European Charter of Local Self-Government. Congress members will hear an oral report by Vice-President Krug on the observation of local elections in Georgia on 30 May, and will hold an exchange of views with Sharon Taylor (United Kingdom, PES), speaking for the members of the EU Committee of the Regions who participated in the Congress’ election observation mission. In addition, the Standing Committee will adopt an opinion on the Parliamentary Assembly recommendation concerning the future of the European Centre for Global Interdependence and Solidarity (the North-South Centre).
