Regional Conference on Inter-municipal co-operation: models for empowering local self-government
Kyiv, Ukraine, 1st October 2015
[06-10-2015] - On 1st October 2015, a Regional Conference on Inter-municipal co-operation: models for empowering local self-government took place in Kyiv within the framework of the European Union/ Council of Europe Programmatic Co-operation Framework in the Eastern Partnership countries (PCF EaP) under its thematic Programme: "Strengthening the institutional framework for local governance." This high-level event was devoted to the experience of members of all Eastern Partnership States in implementation of territorial administration reforms, inter-municipal co-operation, reforms of administrative-territorial system, current tasks and challenges towards empowering and strengthening capacity of local governments to carry out their activities through amalgamation and inter-municipal co-operation. Participants specifically discussed Study on Inter-municipal Co-operation in Eastern Partnership countries: findings and recommendation prepared by a team of the CoE experts representing all EaP countries.
INTERNATIONAL CONFERENCE “REFORMING PUBLIC PROSECUTION SERVICE: EUROPEAN STANDARDS AND BEST PRACTICES”

The Council of Europe organised an International Conference on “Reforming Public Prosecution Service: European standards and best practices” within the framework of the project “Support to Criminal Justice Reforms in the Republic of Moldova”, funded by the Government of Denmark. The event was one of the activities implemented under the mentioned Project, aimed at supporting and facilitating reform process of the Public Prosecution Service in the Republic of Moldova.
The Conference brought together Council of Europe international consultants and acting prosecutors from five different European Countries and high level Moldovan prosecutors, who together with national and international counterparts, discussed and shared different approaches regarding reform processes and functioning of the Public Prosecution Services in their respective countries in the light of the European standards.
Congress adopted a Recommendation on local elections in Republic of Moldova
The local general elections in Moldova on 14 June, 2015 have been observed by a delegation of the Congress of Local and Regional Authorities of the Council of Europe.
On 21 October 2015 the Congress has considered a recommendation issued as a result of these observations. Ms. Line Skoii Vennesland Fraser, Congress rapporteur from Norway, said “You may be aware that these elections took place in a very difficult political and socio-economic environment. Although the Congress observers recognized the efforts made by the Moldovan authorities to further improve the legal framework for elections”. Invited to address the Chamber Session, Jerry Lundy, (Ireland, ALDE) presented the concluding report on behalf of the members of the delegation of the Committee of the Regions who participated in the observation mission. He underlined the constructive and active participation of the civil society of the Republic of Moldova in the elections monitoring process as well as the enhanced familiarity of the electoral commissions of the country with the procedures, even though a greater clarity and transparency would be appreciated.
Awareness raising seminar on ongoing reform process of the Public Prosecution Service in the Republic of Moldova

Considering the complexity and challenges of the reform process of the Public Prosecution Service (hereinafter PPS), the Council of Europe has reiterated its readiness and engagement to assist Moldovan authorities for the implementation of meaningful PPS reform in line with European and international standards. In this regard, Particularly, in the framework of the Council of Europe project “Support to Criminal Justice Reforms in the Republic of Moldova”, funded by the Government of Denmark, expertise of the draft Law has been provided. It resulted in preparation of the Joint Opinion of the Venice Commission, Directorate of Human Rights and the OSCE/ODIHR, endorsed by the Venice Commission on 23 March, 2015. Following the revision of the Draft Law, the Council of Europe welcomed that it incorporated three of the five key recommendations defined in the Joint Opinion. The changes made in the revised draft Law bring it substantially closer to the fulfilment of the recommendations reflected in the Joint Opinion.
