Steering Committee scrutinized activities of the Programme `Strengthening Institutional Framework for Local Governance

Steering Committee, which is coordination body for Thematic programme V.2: „Strengthening institutional frameworks for local governance 2015-2017” under the Programme Cooperation Framework (PCF), was held on 5 February 2016 in Strasbourg, Palais de l’Europe. Steering Committee mainly discussed results achieved in 2015 and scrutinized prospects for 2016. Centre of Expertise for Local Government Reform, DGII Democracy and Secretariat of the Congress of Local and Regional Authorities, Council of Europe presented 2015 activities carried out on regional and bilateral base in 2015.

Study visit of the leadership and representatives of the Public Prosecution Service of the Republic of Moldova to Lisbon, Portugal On 9-11 December, 2015 a study visit of the leadership and the representatives of the public prosecution service (PPS) of the Republic of Moldova to Lisbon, Portugal was organised within the CoE project “Support to Criminal Justice Reforms in the Republic of Moldova”, funded by the Government of Denmark. In view of the reform process of the PPS in Moldova the visit aimed at familiarising the representatives of the Moldovan public prosecution service with the functioning of the PPS in Portugal.

Opinion of the Directorate General Human Right and Rule of Law of the Council of Europe on Law on the People’s Advocate (Ombudsperson) of the Republic of Moldova, Chapter V, The National Preventive Mechanism

On 28 November, 2015 the Council of Europe’s Directorate General Human Right and Rule of Law (Directorate of Human Rights) issued its Opinion on the Law no. 52 of 3 April 2014 on the People’s Advocate (Ombudsperson) of the Republic of Moldova Chapter V, The National Mechanism for the Prevention of Torture (Ref: DGI(2015) 25). The Opinion has been prepared under the auspices of the Project “Support to Criminal Justice Reforms in the Republic of Moldova”, funded by the Government of Denmark.

The Opinion is complementary to the Opinion no.808/2015, CDL-AD2015)017, of the Venice Commission on the Law on the People’s Advocate and contains a detailed analysis of the Chapter V dealing with the National Preventive Mechanism.
