The Council of Europe is seeking for international consultant to develop Local Finance Benchmark Database and Indicators
The scope of this short-term assignment is to develop a Local Finance Benchmark Database and Indicators (LFBD&I) applicable to both country and at Eastern Partnership regional levels. LFBD&I will be used together with the standard Council of Europe Local Finance Benchmark Toolkit and its adapted national versions within regional Programme “Strengthening Institutional Frameworks for Local Governance” implemented by the Centre of Expertise for Local Government Reform, Directorate General of Democracy (DG II) and the Congress of Local and Regional Authorities, Council of Europe under the CoE/EU Eastern Partnership Programmatic Co-operation Framework (PCF) during 2015 – 2017. Within the framework of the joint Council of Europe and European Union project “Supporting national efforts for prevention and combating discrimination in Moldova”, on 11 March 2016, the Council of Europe will organize a training course on Discrimination on ground of citizenship/nationality for the staff and members of the Moldovan Council for Prevention and Elimination of Discrimination and Ensuring Equality and for the staff of the Ombudsperson Office from Chisinau, conducted by two international consultants.
The training course will be designed to further increase the knowledge of the participants on the subject of Discrimination based on nationality/citizenship, also on the jurisprudence of the European Court of Human Rights and of the European Social Charter in this area.
The project “Supporting national efforts for prevention and combating discrimination in Moldova” is part of the Programmatic Cooperation Framework for Armenia, Azerbaijan, Georgia, Republic of Moldova, Ukraine and Belarus and it is implemented by the Council of Europe.
Valentina Leskaj (Albania, SOC) and Ögmundur Jónasson (Iceland, UEL), co-rapporteurs of the Parliamentary Assembly of the Council of Europe (PACE) for the monitoring of obligations and commitments by the Republic of Moldova, paid their first fact-finding visit to the country on 22-23 February 2016.
During our open and frank meetings with the authorities, we were assured that the country would remain committed to fulfill its obligations and commitments towards the Council of Europe. However, various interlocutors, including representatives of civil society, expressed their deep concern, mistrust and lack of confidence in parliament, government and state institutions which seems to be widespread. We also felt that there is a widely shared feeling that the country has been “captured” by oligarchs perceived to control a significant part of political stakeholders and officials, the justice system and the economy, which could prove devastating for the democratic foundations of the country. The recent bank scandal – one billion dollars disappeared from the banks - adds up to the frustration, if not the despair, of the citizens; some of the young, educated people see no other option than leaving the country to find a brighter future, which in turn would have a negative long-term impact on the country.
Preventing and combating discrimination in Moldova
In order to familiarise the staff and members of the Moldovan Council for Prevention and Elimination of Discrimination and Ensuring Equality and for the staff of the Ombudsperson Office from Chisinau with the Council of Europe framework and institutions for protection against discrimination, the Council of Europe organised a one day training course. The training course took place on 26 February in Chisinau, Republic of Moldova. An international trainer presented to the participants the mandate and functioning of the Council of Europe institutions from the perspective of preventing and combatting discrimination, also some aspects of the European Convention on Human Rights, Revised European Social Charter and European Commission against Racism and Intolerance from the same perspective. The training course was attended by 17 participants.
This event was organised in the framework of the EU/CoE Joint Project "Supporting national efforts for prevention and combating discrimination in Moldova ", which is part of the Programmatic Cooperation Framework for Armenia, Azerbaijan, Georgia, Republic of Moldova, Ukraine and Belarus.

Training Seminar for Judges and Prosecutors of the Republic of Moldova on Ensuring Protection of Human Rights and Fundamental Freedoms in Offline and Online Environments
Within the framework of the joint Council of Europe and European Union project “Strengthening the Respect for Human Rights in the Implementation of the Republic of Moldova’s Digital Agenda”, on 22-23 February 2016, the CoE in partnership with the National Institute of Justice of the Republic of Moldova will organize a training seminar on Ensuring Protection of Human Rights and Fundamental Freedoms in Offline and Online Environments for a group of 30 judges and prosecutors.
The training is designed to further increase skills and knowledge of the participants on the European Court of Human Rights case law and the Council of Europe adopted standards on Human Rights protection on the Internet, rule of law in the digital world, Internet Governance.
